Client

Established in 1993, STROM Telecom s.r.o. is a Czech company that develops and produces a wide range of
modern telecommunication equipment, information systems and technologies. STROM Telecom provides tailored
end-to-end solutions to a large number of industry service providers of diverse infrastructures. STROM Telecom
is a part of SISTEMA, one of Russia’s largest diversified holding companies which currently owns and
actively manages a diversified portfolio of assets in the following sectors: telecommunications (MTS, MGTS,
Comstar United Telesystems and others), technology (Mikron, as well as a number of other microelectronics
enterprises), insurance (ROSNO), finance and securities (MBRD), real estate (Sistema-Hals), travel services
(Intourist), retail (Detsky Mir) and others.
Project overview

The E.115 protocol is the internationally recognized standard, recommended by ITU-T, by which telephone
companies communicate in order to share international directory information. Identifying user needs and
following world modern tendencies and standards, Moscow’s Telephone Network (MTS), leading Telephone
Company in Russia, identified the need for implementing its own international directory enquiry service.
For accomplishing the goal, the project was entrusted to STROM Telecom Company as a result of a proven partnership.
On the similar basis, STROM Telecom management decided to outsource the system to EXECOM as a proven and experienced
IT company. This line of collaboration came as a natural result of successful past projects.
Execom solution

In the first phase of the project development, teams of managers and IT experts from both sides, Strom and
EXECOM, are connected for an in-depth requirements analysis. After the initiation, both sides choose the
strategy in which Microsoft® .NET Compact Framework with the C# language and .NET Remoting technology
would be used as a development platform which in past, showed to be the best way to overcome cost and time
constraints.
Considering the needs (present and future) it was clear that EXECOM has to deploy stable and robust system
which will satisfy local, national needs but it also has to be easily connected with any international directory
enquiry service. After careful examining EXECOM created the solution where the system should be designed and
deployed as a package of a two standalone services, called Server and Client, where practically both of them
were serving as multi client applications.
Server part of the system, developed as Windows service, can be used by various clients, which need to inquire
local database in order to provide its own directory enquiry systems. On the other hand, Client application,
also delivered as Windows service, is intended for use as a gateway to the Server part and also to other
providers’ databases. Recognizing the future potential (different kind of inquiring), both services are
designed so they have very simple and robust interface which enables fast development of other components.
Beside the basic functionality, through the development phase,
EXECOM team tried to locate all aspects of the system which could increase overall efficiency and implement
features that made use of the system by its employee much more flexible and easier. For example, beside the
standard ASN1 Encoded Format Message Communication, the Client part enables other applications to inquire
and gain reply in familiar XML format. By this mean of communication, future developer is free from having
knowledge about ASN1 formats and also from implementing the framework which enables its use. Moreover, the Server
part supports alphabet translation so results from the local database can be easily adjusted to the end-user.
Also, respecting its client, EXECOM deploy Web and Windows client applications with friendly user interface which
can be used as a fully functional operational applications and through which connecting to any remote and local
directory enquiry service is possible.
Benefits

For EXECOM, it was another opportunity to work closely with Strom Telecom's experts, to explore and to be
involved in the project using cutting-edge technology. Having work with EXECOM, both MTS and Strom gain many
benefits:
- EXECOM deployed two components which can be integrated as fully functional, easy to use components
in the existing telecom system.
- Communication based on XML rapidly increases future development, enabling hiring developers unaware
of ASN1 structures which increases rapidly future development (in terms of cost and time)
- The system could be gold mine of opportunities because it was designed in that way that enables any
kind of enquiring system for which database can be constructed and for which end-user interest exist.
- Working with EXECOM enabled sharing and promoting the latest technology solutions and ideas
- Fast and experienced outsourcing development reduced cost significantly. Post-project evaluation gave
the approximation that 3 times more time would be needed if the project team was trained onsite.
- The end-user, having this service released, has improved customer service and response time.
